Bathrooms are small and everything in them is packaging. The fastest way to make one look considered is not to buy more storage but to get the branded plastic off the bench: decant the hand wash into a pump you like, put the cotton buds in a lidded canister, and give the rest a drawer.
Work out what has to live out and what can be put away. A soap dish, one pump, a tissue box cover and a tray to corral the rest is usually the whole list. Anything that only gets used weekly belongs behind a door.

How do I make a small bathroom look less cluttered?

What should I keep on the shower shelf?
As little as possible, because everything there gets wet and grows a film. A caddy that drains, holding what is in current use, beats a shelf of half-finished bottles.
